AI is no longer an abstract idea. It is embedded in our tools and services. It is increasingly noticeable in our decisions. For founders, policymakers, and citizens, the question has changed. Now, we must consider how to guarantee AI strengthens society. We must make sure it does not weaken the foundations we depend on.

For a small, digitally advanced, high-trust society like Iceland, this question is especially important. We don’t have the luxury of hiding in the noise. A deepfake doesn’t need millions of views to be effective here. A single cyber-incident can ripple across our systems. A poorly designed AI model can disproportionately impact individuals in a country of 400,000.

So the right question is not “What is possible with AI?” but “What are the most ways AI can harm humanity? What are the most dangerous threats? What measures should Iceland implement now?”

Below is a ranked list of AI risks based on two criteria:

  1. Likelihood over the next decade, and
  2. Severity of harm if left un-managed

And importantly, each section concludes with what this means for Iceland specifically.

1. Misinformation and the Erosion of Trust

We are entering an era where anyone can produce convincing video, audio, or written content at scale. Deepfakes, fabricated interviews, and AI-generated activism are no longer hypothetical — they are becoming routine tactics around the world.

In Iceland, the danger is amplified by our social fabric. Our democracy depends on unusually high interpersonal trust. We know our leaders. We meet them in the store. A targeted disinformation campaign that changes a few thousand opinions can influence municipal elections. It can also affect national votes. Such a campaign can create doubt about reality in public debates. These debates cover issues like energy projects and immigration.

Why this matters for Iceland:

  • Deepfakes of ministers or public figures can circulate quickly in a small, tightly connected population.
  • Icelandic-speaking AI bots can easily impersonate citizens and distort online debates.
  • The integrity of our democratic discourse is at stake.

2. Privacy Intrusions and Silent Surveillance

Iceland is a leader in digital services. Nearly every citizen uses electronic ID, and the government is actively piloting AI tools to improve service delivery. This is good — but it also creates new risks if not managed carefully.

AI makes it easy to profile people, infer sensitive attributes, or make decisions based on patterns they never consented to. And in a small society, “anonymised data” is often anything but anonymous.

Why this matters for Iceland:

  • Public services increasingly rely on AI for triage, recommendations, and communication.
  • Without clear oversight, these systems can drift into subtle forms of surveillance.
  • A single data breach can expose a meaningful part of the population.

We can’t allow AI systems to quietly reshape the relationship between the citizen and the state.


3. Linguistic and Cultural Erosion

AI systems are overwhelmingly trained in English and optimized for large markets. If the tools our children use to learn, create, or collaborate work better in English, we will naturally nudge a generation away from our language. This will happen gradually. We will influence them without realizing it. This happens not out of choice, but because of convenience.

Language is not only a communication tool; it is a vessel of culture, worldview, and identity. If AI does not work well in Icelandic, we risk cultural dilution at a structural level.

Why this matters for Iceland:

  • Icelandic AI models exist, but they need continuous investment to stay competitive.
  • If foundational tools don’t prioritise our language, our digital future becomes Anglicized by default.
  • Preserving linguistic sovereignty requires intentional action.

4. Labour Disruption and Unequal Access to AI Upside

Severity: Medium to High

AI is reshaping work faster than most organizations can adapt. In Iceland, where the labor market is small and highly specialized, automation can have outsized effects. Certain sectors — tourism, legal, administrative services, creative work — are already seeing productivity gains from AI.

The danger is not automation itself but the inequality that arises if workers are not supported through this transition.

Why this matters for Iceland:

  • Many public and private roles involve routinized decision-making that AI can streamline.
  • Without reskilling pathways, AI will hollow out mid-skill jobs.
  • SMEs, which make up the majority of Icelandic businesses, fall behind without accessible training.

We must ensure AI becomes a tool for empowerment, not displacement.


5. Cybersecurity and Critical Infrastructure Risks

Iceland’s energy grid, healthcare systems, and data centres are attractive targets. Government services are appealing too in a world where AI makes cyberattacks easier, faster, and more scalable. As we invest in national AI infrastructure — including supercomputing — we increase both our capabilities and our exposure.

AI doesn’t simply automate attacks; it amplifies them.

Why this matters for Iceland:

  • Our digital systems are highly interconnected. A vulnerability in one area can cascade.
  • AI can generate Icelandic-language phishing, making attacks more convincing.
  • We must treat AI-related cyber risk as a national security issue.

6. Concentration of Power and Dependence on Foreign Models

Likelihood: Medium
Severity: Very High (strategic)

The global AI landscape is consolidating. A handful of companies in the U.S. and China control the frontier models shaping global behavior, productivity, and culture.

For Iceland, the risk is dependency — not just technologically, but culturally and economically.

  • Our public services become dependent on closed models we can’t audit or influence.
  • Startups risk becoming wrappers around foreign AI rather than building differentiated capabilities.
  • Our sovereignty in digital decision-making can erode quietly.

For a country that values independence, this is not a theoretical concern.


7. Loss of Control Over Advanced AI Systems

Likelihood (10–20 years): Uncertain
Severity: Extreme

The long-term “alignment” or “superintelligence” risk is often treated as abstract. Still, the underlying point is simple. We are building increasingly general systems we don’t yet fully understand. If we lose control, the consequences be irreversible.

For Iceland, the immediate challenge is not to solve this alone. Instead, we need to make sure we have the capacity — technically, diplomatically, strategically. This will allow us to engage in global discussions that shape the future of AI safety.


What Iceland Can Do — Now

We already have strong foundations. They include a coherent national AI policy, GDPR alignment, active data-protection oversight, and a deeply digital public sector. But we need to turn principles into everyday practice. Here are concrete steps Iceland can take.


1. Make AI Impact Assessments Standard in the Public Sector

Every public institution deploying AI should finish a mandatory impact assessment covering risks, data use, bias, and citizen rights. A simple, public-facing version should be shared so people understand how systems work.


2. Strengthen Iceland’s Data Protection Authority

Persónuvernd must have the resources to audit AI systems, guide SMEs, and coordinate with European AI regulators. Iceland’s small scale is an advantage: we can set high standards with relatively modest investment.


3. Treat Icelandic Language Technology as Critical Infrastructure

This means long-term funding for Icelandic datasets. It also involves supporting open-source language models and establishing procurement rules. These rules need high-quality Icelandic support in government AI systems. Language sovereignty is digital sovereignty.


4. Launch a National AI Upskilling Compact

Offer accessible training for mid-career workers, SMEs, and public institutions. Tie innovation grants to employee learning. Make sure AI expands opportunity rather than shrinking it.


5. Secure the Full AI Infrastructure Stack

Include AI-driven cyber scenarios in national preparedness exercises. Audit data centers and supercomputing environments. Build joint response protocols across government and industry.


6. Bring Citizens Into the AI Governance Process

Leverage Iceland’s tradition of participatory decision-making. Host citizens’ assemblies, online consultations, and open dialogues on AI in public services, policing, and education.


7. Adapt AI policies to Icelandic Realities
